The project was accomplished in three phases. Phase I included data collection activities, baseline technique evaluation and methodology development. Phase II included detailed process definition, optimization plan development, and training. Phase III included the implementation of alternatives generated as a result of Phase II. The methodology included various engineering techniques and tools employed so as to allow MCA personnel to evaluate selected processes and then develop a plan by which to optimize and streamline their processes.
